Is your feature request related to a problem?

rename '/settings' to '/admin'
move actual settings stuff into '/admin/settings'
credentials stuff should fall in under '/admin/settings' but not specifically under the network tab
remove 'desktop targets' section, this is bad UX
consolidate all credential stuff into 'network-wide password rules' settings page
ensure that all network-wide password rules can be backed by locally stored credentials, or secrets server
add all secrets/passwords to local openbao in demo/dev environment (k8s)
update all credentials for network/discovery to use openbao in 'demo' namespace
